When Police Kill, Many U.S. Departments Name The Officer. Kansas Keeps The ID Secret

A woman who allegedly escaped from custody over the weekend was shot and killed Wednesday while police and deputies tried to arrest her in Olathe.

Ciara Howard, a 26-year-old from the Kansas City metro area, had been charged Tuesday in Johnson County District Court with aggravated escape from custody tied to an incident Saturday.

Olathe police and Johnson County sheriff’s deputies had gone to a house in the 100 block of South Keeler Street to serve a warrant for her arrest about 3 p.m. Wednesday, according to a release from the Johnson County Multi-Jurisdictional Officer Involved Shooting Investigation Team.

That led to a standoff where officers were in verbal contact with Howard for several hours while they attempted to negotiate her surrender, according to police.

When officers and deputies tried to arrest her about 6 p.m., Howard allegedly threatened them with a weapon.

Two Olathe police officers and one deputy fired weapons at Howard. She was fatally shot.

Investigators found a firearm at the scene of the shooting, police said. No officers or deputies were injured, according to police.

The officers and deputy involved in the fatal shooting were placed on administrative leave while the shooting is investigated.

The Johnson County Multi-Jurisdictional Officer Involved Shooting Investigation Team is investigating the shooting and will forward its findings to the Johnson County district attorney’s office for review.

The investigation team did not release the reason an arrest warrant was issued for Howard.

However, Howard was charged Tuesday with aggravated escape from custody on Saturday.

Howard had been on probation in a 2016 case in Johnson County in which she pleaded guilty to felony theft and interference with a law enforcement officer, according to court documents.

In December, she was sentenced to 13 months in jail but was granted probation, according to court documents
